Egypt's leader sees currency stabilising "within days"

CAIRO (Reuters) - Egypt's pound fell to a record low on Monday as the president signalled his government would allow it to depreciate slowly for several more days to stop a drain on foreign reserves that has driven the economy into crisis since the fall of Hosni Mubarak.

Hit by a new bout of political turmoil in the last month, the pound had weakened to a record low on Sunday at a new dollar auction brought in by the central bank. It fell further at a second auction on Monday, last trading at 6.37 to the dollar on the interbank market.

The drop means the central bank has allowed the pound to slide by almost 3 percent over the last two days after limiting its decline to only 6 percent since the uprising that removed Mubarak from power almost two years ago.

The pound's fall, which is certain to increase the price of imported staples such as tea and sugar, underlines the economic crisis facing President Mohamed Mursi as his administration tries to contain the political fall-out of his move to fast-track a contentious new constitution passed into law last week.

Egyptians panicked by street clashes between Mursi's Islamist backers and his more secular-minded opponents on the streets of Cairo and other cities have rushed to change their pounds into dollars in recent weeks, fearing it would be devalued further.

"The market will return to stability," Mursi told Arab journalists on Sunday evening, the state news agency MENA reported.

The pound's fall "does not worry or scare us, and within days matters will balance out," he said.

Having just sold their last dollar bills, dealers at one Cairo foreign exchange bureau did not bother changing their price board when the new low appeared on their trading screens.

"He took our last dollars," said one of the traders, pointing to a man walking out of the door.

Outside, another man told a friend his dollar hunt had failed. "They have no dollars. What can I do?" he said by mobile phone. "I went to many dealers and could not find dollars."

The fall has been driven mainly by ordinary citizens who have been trying to turn their savings into foreign currency, worried that the pound will weaken further because of the latest political turmoil.

The crisis wiped 10 percent off the value of Egyptian stocks when it erupted in late November. But the main index has mostly recovered since then, climbing in the two sessions since the introduction of the new foreign currency system.

Market participants attribute the rise to buying by Arab and international investors using the cheaper pound to bargain hunt.

FREE FLOATING POUND

The auctions are part of a shift announced on Saturday and designed to conserve foreign reserves, which the bank says are now at "critical" levels that cover just three months of the food, fuel and other goods Egypt imports.

Bankers have described the new system as a move towards establishing a free market value for the pound, which has been tightly controlled since a managed devaluation which ended in 2004.

The head of the Egyptian banking federation said the new system was an "important first step" towards a free float.

In remarks to MENA, Tarek Amer, who is also chairman of Egypt's largest bank, state-owned National Bank of Egypt, said the new system was a success on its first day and had "significantly reduced" demand for dollars.

The central bank has sold about $75 million at each of Sunday's and Monday's auctions.

The run on the pound prompted officials last week to impose controls on how much cash could be physically carried out of the country. Security men at one Cairo bank branch had to remove one customer angered by a $10,000 limit on how much currency he could withdraw, witnesses said.

The changes announced on Saturday include regular foreign currency auctions and also limit how much foreign currency companies can withdraw at a time.

The central bank had spent more than $20 billion - or more than half of its reserves - over the past two years to defend the currency. The reserves fell by a further $448 million in November to about $15 billion.

Prices of imports have already started to rise. Pyramid Oil Field, a firm that imports chemicals for use in water treatment and oil fields, had put up its prices by 10 to 15 percent last week, fearing a further weakening of the pound.

"This instability obliges you to increase the price, to have a safety factor," said Ashraf el-Gamal, president and managing director of the company, told Reuters. "From now on, the contracts will be of a very short validity."

To be on the safe side, he was projecting that the pound would weaken to stand at 9 against the euro, compared to a previous level of 8.

ECONOMY FRAGILE

Prime Minister Hisham Kandil said on Sunday that the economy was in "a very difficult and fragile" situation, adding that he expected talks with the International Monetary Fund on a $4.8 billion loan to resume in January.

Egypt won preliminary approval in November from the IMF for the loan, but delayed seeking final approval until January after it suspended a series of tax increases to allow more time to explain a heavily criticized package of economic austerity measures to the public.

Kandil's efforts to revive the economy have been hit by the latest turmoil, which scared off tourists who had begun to return. On the eve of the anti-Mubarak revolt, Egypt's tourism industry accounted for one in eight jobs.

Mursi hoped that the passage of a new constitution would stabilise Egypt's politics, giving him space to implement economic reforms and attract investment. The constitution, written by Mursi's Islamist allies, was approved in a popular referendum in December.

But it remains the focus of controversy, and the opposition is likely to seize upon austerity measures demanded under an IMF deal as a stick to beat the Muslim Brotherhood ahead of a parliamentary vote expected in early 2013.

Two-fifths of Egypt's 84 million population live around the poverty line and depend on subsidies that are straining the treasury.

Gamal of Pyramid Oil Field said he knew of at least three foreign companies that were hesitant to make large investments in the country because of the instability.

"They are feeling insecure because of everything that is happening," he said. "One is looking to invest billions."

Tentative ?fiscal cliff? deal reached in Senate

President Barack Obama discusses the negotiations with Capitol Hill on the looming fiscal cliff in front of middle??Vice President Joe Biden was headed to Capitol Hill Monday night to brief Democratic senators on a compromise agreement to avert the automatic across the board tax hikes triggered by the midnight "fiscal cliff" deadline.

"The White House and Republicans have a deal," a Democratic Senate aide told Yahoo News. The Senate is likely to vote on the agreement Monday night, New Year's Eve; the House is scheduled to return at noon on Tuesday to consider the deal.

Under the compromise arrangement, taxes would rise on income above $400,000 for individuals and $450,000 for households, while exemptions and deductions the wealthiest Americans use to reduce their tax bill would face new limits. The accord would also raise the taxes paid on large inheritances from 35% to 40% for estates over $5 million. And it would extend by one year unemployment benefits for some two million Americans.

Biden, a 34-year Senate veteran, worked out the agreement with Republican Mitch McConnell, the Senate minority leader. Days ago, both President Barack Obama and House Speaker John Boehner said any agreement to dodge the fiscal cliff would have to be crafted in the Senate.

But with time running short, the country appeared on track to go over the cliff, or midnight deadline, possibly just for a matter of hours, and with no major damage resulting from the delay.

?Today, it appears that an agreement to prevent this New Year's tax hike is within sight, but it's not done,? Obama said in hastily announced midday remarks at the White House. ?There are still issues left to resolve, but we're hopeful that Congress can get it done ? but it?s not done.?

"One thing we can count on with respect to this Congress is that if there is even one second left before you have to do what you?re supposed to do, they will use that last second," he said.

Obama?s remarks ? by turns scolding, triumphant, and mocking of Congress ? came after talks between McConnell and Biden appeared to seal the breakthrough deal.

Efforts to modify the first installment of $1.2 trillion in cuts to domestic and defense programs over 10 years -- the other portion of the ?fiscal cliff? known as sequestration -- had yet to bear fruit. Experts had warned that the tax increase and spending cuts, taken together, could plunge the still-fragile economy into a new recession.

?I can report that we?ve reached an agreement on all of the tax issues,? McConnell said on the Senate floor. ?We are very, very close to an agreement.?

The Kentucky Republican later briefed Republicans on the contents of the deal. Lawmakers emerged from that closed-door session offered hopeful appraisals that, after clearing a few last-minute hurdles, they could vote on New Year?s Eve or with 2013 just hours old.

?Tonight, I hope,? Republican Senator Bob Corker of Tennessee told reporters. ?It may be at 1, 2, 3, 4 in the morning. Oh, I guess that?s technically tomorrow.?

Republican Senators said negotiators were still working on a way to forestall two months of the ?sequester? spending cuts, about $20 billion worth. And some expressed disquiet that the tentative compromise ran high on tax increases and low on spending cuts -- while warning that failure to act, triggering some $600 billion in income tax increases on all Americans who pay it and draconian spending cuts, was the worse option.

McConnell earlier had called for a vote on the tax component of the deal.

?Let me be clear: We?ll continue to work on finding smarter ways to cut spending, but let?s not let that hold up protecting Americans from the tax hike,? McConnell urged. ?Let?s pass the tax relief portion now. Let?s take what?s been agreed to and get moving.?Senate Minority Leader Mitch McConnell, R-Ky., followed by Sen. Any final compromise would need to clear the Democratic-led Senate and Republican-held House. Aides in both chambers doubted that could happen ? but emphasized that there was no need to move the family into the Doomsday bunker in the back yard. Yet.

Unlike a college student who writes an end-of-semester paper overnight before a morning deadline, then drops the assignment off hours after it was due, Congress can write its own rules to minimize the damage ? and Americans whose taxes are staying the same won?t see a change in their bottom line.

?It?s basically a matter of saying it?s effective January 1,? one senior Republican aide shrugged.

McConnell announced Sunday that he had started to negotiate with Biden in a bid to "jump-start" stalled talks to avoid the fiscal cliff.

Under their tentative deal, the top tax rate on household income above $450,000 would rise from 35 percent to 39.6 percent -- where it was under Bill Clinton, before the reductions enacted under George W. Bush in 2001 and 2003.

Some congressional liberals had expressed objections to extending tax cuts above the $250,000 income threshold Obama cited throughout the 2012 campaign. Democrats were huddling in private as well to work out whether they could support the arrangement.

Possibly with balking progressives in mind, Obama trumpeted victories dear to the left of his party. "The potential agreement that?s being talked about would not only make sure the taxes don?t go up on middle-class families, it also would extend tax credits for families with children. It would extend our tuition tax credit that?s helped millions of families pay for college. It would extend tax credits for clean energy companies that are creating jobs and reducing our dependence on foreign oil. It would extend unemployment insurance to 2 million Americans who are out there still actively looking for a job."

Obama said he had hoped for "a larger agreement, a bigger deal, a grand bargain," to stem the tide of red ink swamping the country?s finances ? but shelved that goal.

"With this Congress, that was obviously a little too much to hope for at this time," he said. "It may be we can do it in stages. We?re going to solve this problem instead in several steps."

The president also looked ahead to his next budgetary battle with Republicans, warning that ?any future deficit agreement? will have to couple spending cuts with tax increases. He expressed a willingness to reduce spending on popular programs like Medicare, but said entitlement reform would have to go hand in hand with new tax revenues.

?If Republicans think that I will finish the job of deficit reduction through spending cuts alone ? then they?ve another thing coming,? Obama said defiantly. ?That?s not how it?s going to work.?

?If we?re serious about deficit reduction and debt reduction, then it?s going to have to be a matter of shared sacrifice. At least as long as I?m president. And I?m going to be president for the next four years, I hope,? he said.

CSN: Why Reid fired? |? 5 possible successors


The months after the 2010 season proved to be a crossroads for Eagles coach Andy Reid and the franchise he had presided over for the past 12 years.

The Eagles had just caught lightning in a bottle with the resurrection of Michael Vick? into one of the NFL?s most dynamic quarterbacks. Reid had won his seventh NFC East title, and although the Eagles had lost a first-round playoff game to eventual Super Bowl champion Green Bay, the organization appeared headed in the right direction.

Then Reid?s world fell apart.

The man who had benefitted from so many good decisions in his first dozen years made one poor judgment call after another. Instead of making another Super Bowl run, the Eagles spiraled downward and missed the postseason in each of the next two years, leaving owner Jeffrey Lurie no choice but to dismiss Reid with one year left on the coach?s contract.

How did the Reid empire fall so quickly and so profoundly? Here is a look back at the sequence of mishaps and mistakes from the end of the 2010 season that led to the end of his era.

1. Jan. 19, 2011

Reid names Jim Washburn defensive line coach

You can argue that Reid shouldn?t have fired defensive coordinator Sean McDermott, but changes were necessary. The Eagles had set a club record for passing touchdowns allowed (31) and had finished with the NFL?s worst red-zone efficiency (77 percent) in decades.

Reid had made up his mind before firing McDermott that his defensive scheme would change from the aggressive blitzing preached by the late Jim Johnson (and carried on by McDermott) to softer coverage with more pressure from the front four. He just needed someone who could coax more sacks from the defensive line.

Enter Washburn.

Reid convinced the organization to spend big bucks on the free-agent defensive line coach whose trademark wide-nine scheme had annually produced some of the NFL?s most dominant front lines in Tennessee.

But Reid didn?t do his homework. In hiring Washburn, he brought in a polarizing figure who cared more about sacks than the overall state of the defense. Washburn essentially was given more power than anyone else on the defensive staff and leveraged that authority to coddle his lineman and handcuff his defensive coordinators.

It took more than two months of the 2011 season for the Eagles to understand how to defend the run behind the wide nine, but the damage had been done. The Eagles started 1-5 and missed the postseason despite sharing the NFL lead in sacks.

This past season, even the wide nine stopped producing results. The Eagles went three straight games without a sack -- losing all three -- and didn?t have more than three in a game until Week 15. Without steady pressure, the defense became more dysfunctional than ever.

Reid first cut Pro Bowl defensive end Jason Babin -- Washburn?s pet project -- and then fired the disruptive Washburn 12 games into the season and 28 games into Washburn?s tenure.

2. Feb. 2, 2011

Reid names Juan Castillo defensive coordinator, Howard Mudd offensive line coach

By hiring Washburn to implement an up-front scheme, Reid sidetracked his search to replace McDermott. He interviewed several candidates for the opening -- including Dennis Allen -- but the job was deemed less desirable for hot coaching commodities with Washburn?s scheme already set in stone.

With nowhere to go, Reid turned to his longtime offensive line coach, who for several years had lobbied for the job. Castillo had never coached defense in the NFL, and his inexperience couldn?t be masqueraded.

The Eagles blew fourth-quarter leads in three consecutive games and opened the 2011 season at 1-4. A four-game win streak in December highlighted by better defense proved to be a fluke this past season, when the Eagles blew leads in back-to-back games against the Steelers and Lions and fell to 3-3. Reid fired Castillo during the bye week and replaced him with secondary coach Todd Bowles. Reid would later suggest that he should have fired Washburn before Castillo.

Before he named Castillo as his defensive coordinator, Reid coaxed veteran offensive line coach Howard Mudd out of retirement and let Mudd have carte blanche over the offensive line the same way Washburn was granted control of the defensive line.

Mudd, whose zone blocking scheme is best carried out by smaller and more nimble linemen (or freaks of nature like Jason Peters), immediately benched veterans Jamaal Jackson and Winston Justice and got rid of key reserves Mike McGlynn, Austin Howard and A.Q Shipley.

Although his schemes helped left guard Evan Mathis and rookie center Jason Kelce emerge? and cleared the way for LeSean McCoy?s breakout 2011 season, they failed to keep Vick upright and well protected. Vick absorbed one crushing hit after another and regressed from an improving pocket passer into a turnover machine.

Injuries this season to Peters, Kelce, Watkins and right tackle Todd Herremans illustrated the difficulty in implementing such a unique scheme. Inadequate reserves such as King Dunlap, Dallas Reynolds and rookie Dennis Kelly were tossed into the fire, leading to another round of excessive hits on Vick and more turnover problems.

Meanwhile, Justice, McGlynn and Shipley each started for a playoff-bound Colts offensive line. Scott started at right tackle for the Jets.

3. April 22-24, 2010

Reid drafts Danny Watkins, Jaiquawn Jarrett and Curtis Marsh

A series of questionable personnel decisions forced the Eagles to shift draft philosophy in 2011, when they used a first-round pick on right guard Danny Watkins and a second-rounder on Temple safety Jaiquawn Jarrett.

They had banked on Watkins, a 26-year-old Canadian and football novice, to stop the right guard carousel that had resulted from the 2009 bust free-agent signing of Stacy Andrews, whose inability to cement the job led to Max Jean-Gilles' and Nick Cole's porous platoon on the right side.

Watkins, a former firefighter, had played left tackle for just two years in a highly simplified Baylor offense, making his transition to right guard in Mudd?s scheme an uneasy one. He struggled with Mudd?s abrasive coaching style and didn?t start until Week 5 of his rookie season. By then, the Eagles were 1-3 and already playing catch-up.

Reid had also decided before that draft -- which preceded free agency because of the lockout -- that he would let reliable veteran safety Quintin Mikell walk in free agency, leaving him with second-year pros Nate Allen and Kurt Coleman as his only options. Reid then reached in the second round for Jarrett to pair with Allen, who was coming off major knee surgery as a rookie.

Allen wasn?t close to 100 percent by the 2011 opener and Jarrett looked lost from the start. The team was forced to start Coleman and Jarrad Page -- a seventh-round pick and street free-agent signing -- for the first four games. Not surprisingly, the Eagles fielded one of the league?s worst defenses in the first six weeks, especially against the run, which played a major role in their 1-5 start.

The Eagles also got little contribution from third-round cornerback Curtis Marsh, who was stuck behind four other corners on the depth chart in 2011 and played only scarcely on defense in 2012.

Watkins was inconsistent this past season for his first six starts and then headed to the sideline with an ankle injury that Reid said dated back to college, provoking more questions about why the team would use a first-round pick on damaged goods. Watkins? ankle eventually healed, but he didn't start another game.

Jarrett gave an embarrassing effort in the preseason opener against the Steelers and was released on the roster cutdown date, once again leaving Reid to soldier on with Allen and Coleman as starters. Both safeties struggled throughout the season and neither is guaranteed to return in 2013. Marsh played sporadically in 2012 and made no significant contribution.

Reid was also victimized by the 2010 draft. Two of his first three picks -- Brandon Graham and Daniel Te?o-Nesheim -- weren?t even on the roster at the start of the year. Te?o-Nesheim was cut before the opener and signed to the practice squad before Tampa Bay signed him. Graham was still on the Physically Unable to Perform lost after undergoing microfracture surgery at the end of his rookie season. The ?10 draft also yielded fourth-rounders Trevard Lindley (cornerback) and Keenan Clayton (linebacker), neither of whom were around by the start of 2012.

4. July 29-31, 2011

Reid signs Nnamdi Asomugha, Cullen Jenkins, Jason Babin and Vince Young

For years, Reid had built his playoff teams around a nucleus of draft picks who were groomed and developed together at the NovaCare Complex. Outside of a few outcasts, the Eagles generally embraced the atmosphere of professionalism and competition that Reid worked hard to cultivate and preserve for his first 12 seasons.

Every year, Reid would sprinkle into his nucleus one or two marquee free-agent signings to help bolster the roster and strengthen an area of immediate need. In the summer of 2011, though, he permitted an unprecedented spree of free-agent signings by president Joe Banner and general Howie Roseman that brought in veterans Asomugha, Babin, Jenkins, Young and Ronnie Brown. He also approved of the trade that sent quarterback Kevin Kolb to Arizona for a second-round pick and Pro Bowl cornerback Dominique Rodgers-Cromartie.

The additions two Pro Bowl corners to ?complement? Asante Samuel for essentially two starting jobs immediately created an uncomfortable situation. Brown looked slow and lethargic from his first practice. Young?s ?Dream Team? comment haunted the Eagles for the entire 2011 season -- as did his play during a three-game stretch in place of an injured Vick.

Most of the free agents were either unfit for the scheme, past their primes or both. Leadership in the locker room -- rarely an issue pre-2011 -- proved to be lacking during the tough times. At times over the past two years the Eagles have been accused of quitting, lacking heart and devoid of the senior leadership that guys like Brian Dawkins, Jon Runyan, Tra Thomas, Donovan McNabb, Brian Westbrook and Jeremiah Trotter had brought to Reid?s powerhouses in the early-to-mid 2000s.

5. Sept. 11, 2011:

Reid opens season with Casey Matthews at middle linebacker, Dominique Rodgers-Cromartie in the slot and Moise Fokou at weak-side linebacker.

Throughout his career Reid has said his first priority as head coach is ensuring that his players are put in the best position to succeed. His personnel decisions going into 2011 reflected an entirely opposite approach.

After throwing boatloads of cash at defensive linemen and corners to spruce up his defense, Reid once again ignored his annual linebacker deficiency. He then saw fit to start rookie fourth-rounder Casey Matthews at middle linebacker, arguably the most important position on the defense.

Matthews, who had played outside linebacker at Oregon, was a disaster from the start. He was repositioned to the weak side after the season opener and then booted from the starting lineup altogether after Week 3. Reid also waited eight weeks to remove the struggling Moise Fokou in favor of Akeem Jordan, who?s bigger and a better fit behind the wide nine than Fokou.

There were other personnel decisions that were flawed from the start. Reid tried to accommodate his Pro Bowl cornerback trio by moving Asomugha around a la Charles Woodson and miscasting Cromartie as a nickel cornerback. Cromartie, whose strength is press coverage on the outside, struggled week after week against slot receivers on the inside while Joselio Hanson, one of the NFL?s best slot corners, watched from the sideline.

Even after dealing away Samuel before the 2012 season, the pairing of Asomugha and Rodgers-Cromartie still produced modest results. The wide nine is best carried in front of a zone scheme with sound tacklers at linebacker and defensive back, but Asomugha and Rodgers-Cromartie were career man-press corners who not only struggled with zone concepts but also were timid and unwilling tacklers.

The Eagles slogged through an eight-game stretch in 2012 in which they didn?t register an interception and allowed 19 touchdown passes. Reid finally made the right call on a linebacker after 2011, trading for two-time Pro Bowler DeMeco Ryans, but then allowed Castillo and Bowles to play second-round linebacker Mychal Kendricks at the strong side instead of the rookie?s more natural position on the weak side. Kendricks started off strong but wore down toward the middle of the season as the toll of shedding big offensive linemen and covering tight ends each week settled in.

The new slow loris species is found in the highlands of the island of Borneo and has been named Nycticebus kayan, after a major river, the Kayan, flowing through the region. The trio of scientists also found that two species previously considered sub-species in the Nycticebus genus are officially unique species.

"Historically, many species went unrecognized as they were falsely lumped together as one species," researcher Rachel Munds, of the University of Missouri Columbia, said in a statement.

Closely related to lemurs, the slow loris is found across Southeast Asia, from Bangladesh and China's Yunnan province to Borneo. To distinguish between species, the researchers focused on the seeming face masks of Borneo's slow lorises; fur patches cover their eyes, while their heads are covered with differently shaped caps. The examined photographs and museum samples for eight face mask features, finding there were four species of Bornean lorises. [See Photos of the Slow Loris Primates]

The new species to science, N. kayan, showed a dark, highly contrasting face mask, with dark patches around its eyes. From the specimen examined, the species is about 10.8 inches (273 millimeters) long and weighs about 14.5 ounces (411 grams). The other species include: N. menagensis, N. bancanus and N. borneanus. (N. menagensis had already been recognized as a species.)

The newly identified species illustrate the breadth of biodiversity yet to be discovered in the jungles of Borneo and nearby islands, the researchers noted. The slow lorises, as with other animals on these islands, face threats from human activity.

"The pet trade is a serious threat for slow lorises in Indonesia, and recognition of these new species raises issues regarding where to release confiscated Bornean slow lorises, as recognition by nonexperts can be difficult," said study researcher Anna Nekaris, of Oxford Brookes University in England, in a statement.

Munds, Nekaris and co-author Susan Ford of Southern Illinois University also note this week in the American Journal of Primatology that their results confirm the use of fur color and pattern as a valid way of distinguishing between species of small primates. Some researchers, they wrote, had claimed that because Bornean slow lorises are not a diverse group because they share similar cranial features and all are lacking an upper second incisor. The new study suggests otherwise, the team added.

(AP) ? Dockworkers along the East Coast and the Gulf of Mexico agreed Friday to extend their contract for more than a month, averting a weekend strike that could have crippled major ports from Boston to Houston and bottled up billions of dollars' worth of cargo.

Talks aimed at reaching a new contract covering the 14,500 longshoremen will continue during the extension, which runs through Feb. 6.

The dockworkers' union and an alliance of port operators and shipping lines agreed to the extension after resolving one of the stickier points in their negotiations, involving royalty payments to longshoremen for each container they unload. Details were not disclosed.

Federal mediator George Cohen said the agreement on royalties was "a major positive step forward."

"While some significant issues remain in contention, I am cautiously optimistic that they can be resolved," he said.

The contract between the International Longshoremen's Association and the U.S. Maritime Alliance originally expired in September. The two sides agreed to extend it once before, for 90 days, but it had been set to expire again at 12:01 a.m. Sunday.

As recently as Dec. 19, the president of the longshoremen's union, Harold Daggett, had said a strike was expected.

A walkout would have crippled the loading and unloading of a vast number of products, including electronics and clothing, and made it more difficult for U.S. manufacturers to get parts and raw materials at a time when the economy is in shaky condition. The ports involved handle about 40 percent of all U.S. container cargo.

Business groups expressed relief that the two sides had agreed to keep the docks running.

"A coast-wide port shutdown is not an option. It would have severe economic ramifications for the local, national and even global economies and wreak havoc on the supply chain," said National Retail Federation President Matthew Shay.

White House spokesman Matt Lehrich said: "We're pleased the parties are going to continue their work at the negotiating table and continue to urge them to reach an agreement as quickly as possible."

Major ports that would have been frozen included the massive terminals serving the New York City area and critical seaports in Savannah, Ga., Houston, and Hampton Roads, Va.

Other ports that would have been affected are in Boston; the Philadelphia area; Baltimore; Wilmington, N.C.; Charleston, S.C.; Jacksonville, Fla.; Fort Lauderdale, Fla.; Miami; Tampa, Fla.; Mobile, Ala.; and New Orleans.

Longshoremen on the West Coast have a separate contract.

(AP) ? President Barack Obama says "the hour for immediate action is here" on a deal to avert the fiscal cliff.

The president says he remains "optimistic" that an agreement can be reached in Congress before a looming year-end deadline to avoid tax increases and spending cuts.

If Congress can't reach a deal, the president says Congress should allow a vote on a basic package that would preserve tax cuts for middle-class Americans while extending unemployment benefits for the long-term jobless and working toward a foundation for a broader deal.

The president says an hourlong meeting Friday with congressional leaders was "good and constructive."

Senate leaders say they hope to reach a compromise that could be presented to lawmakers by Sunday, little more than 24 hours before the deadline.

Tale of two cities: Chicago murder rate spikes, New York falls

CHICAGO/NEW YORK (Reuters) - In a sharp contrast between two of the nation's largest cities, Chicago recorded its 499th murder of 2012 on Thursday night while New York reported 414 murders as of Friday even though it has more than three times the population, according to police.

Plagued by gang violence, Chicago surpassed last year's murder total of 433 in October and is set for the highest rate of homicide since the third largest U.S. city recorded 512 in 2008. The number is likely to top 500 on the last weekend of the year.

New York Mayor Michael Bloomberg announced on Friday that the nation's largest city could finish the year with the lowest number of murders and shootings since 1963, when it began keeping comparable data. The number of murders this year in New York is only about one-fifth the total of 2,245 homicides recorded in the peak year of 1990.

CHICAGO LEADERS FRUSTRATED

The rising murder rate has frustrated Chicago Police Commissioner Garry McCarthy and Chicago Mayor Rahm Emanuel, who promised to make the city's streets safer when he took office in May 2011.

"It's unacceptable," McCarthy said in an interview with Reuters on Friday.

New York's Bloomberg trumpeted the news with Police Commissioner Raymond Kelly at a police recruit graduation ceremony in the borough of Brooklyn.

Kelly attributed the decline to the increasing use of stop-and-frisk tactics, when police can stop and search people on the street they consider suspicious.

"We're preventing crimes before someone is killed and before someone else has to go to prison for murder or other serious crimes," Kelly said in a statement.

Civil rights groups and some local politicians have criticized stop-and-frisk tactics, saying that most people stopped turn out to be innocent, and they unfairly target black and Latino men. The practice is the subject of a federal court case over whether it is unconstitutional.

New York has also spent $185 million to settle lawsuits filed against the police during the fiscal year 2011. A total of 8,882 suits were filed against the NYPD, a 10 percent increase from the prior year, according to a report by the city's comptroller's office.

MOST VICTIMS AFRICAN-AMERICAN

Chicago's McCarthy said the city's high murder rate, up 18 percent over last year as of December 16, was due to gang violence. Eighty percent of the homicides were gang-related and 80 percent of the victims were African-Americans, he said.

Blacks make up about 33 percent of the city's population, according to the 2011 estimate from the U.S. Census.

In August, six people were murdered in the city on a single weekend day, the highest one-day death toll of 2012.

McCarthy and other officials blame the surge on a splintering of the city's traditional gangs and the rise of new cliques and factions that are vying, often violently, for control of turf on the city's south and west sides.

The spike in homicides was especially dramatic in the first quarter of the year, when murders jumped 66 percent. So far in the fourth quarter, McCarthy said, the murder rate is down 15 percent compared with the same period last year. Police have arrested 7,000 more gang members this year than in 2011, he said.

"We're doing what we can do and it's working," McCarthy said.

After mounting criticism of Emanuel and McCarthy earlier this year, the police chief announced a shakeup of his department, transferring some police managers among districts to bolster the battle against gangs.

McCarthy said Chicago faces a larger illicit gun problem than either New York or Los Angeles, the second-largest U.S. city.

"In the first six months of the year, we seized three guns for every gun seized in Los Angeles and nine guns for every gun confiscated by the New York Police Department," McCarthy said.

"When people ask me, 'What's different about Chicago?' that's one of the things I tell them. We have a proliferation of illegal firearms," he said.

Illinois does not ban assault weapons and the high-capacity magazines that increase their killing potential, as do New York and California. Emanuel has called for tougher gun controls in the aftermath of the recent Connecticut school shooting.

STEALING APPLE IPHONES

While Chicago's murder rate was up, most other categories of crime were down this year from 2011, including criminal sexual assault, robbery, motor vehicle theft and burglary, according to police statistics.

In New York, the number of rapes, robberies, felony assaults and burglaries increased between 1 and 3.4 percent compared to 2011, according to police statistics as of earlier this month. Grand larceny increased by 9 percent, which police said was because of thefts of expensive Apple products such as iPhones and iPads.

Chicago was not alone in recording a spike in murders this year. The murder rate in Detroit through December 16 was up more than 12 percent over 2011 and at the highest level in nearly two decades, according to the city's police department.

As of Friday, St. Louis had recorded 113 homicides, the same number as 2011 with one weekend to go in 2012, police spokesman David Marzullo said. Across the Mississippi River in East St. Louis, Illinois, 22 murders have been recorded this year in a town of only 27,000 people.

"The numbers just blow you away for a community as small as East St. Louis," said Brendan Kelly, state's attorney for St. Clair County, whose jurisdiction includes East St. Louis.

The East St. Louis murder rate is actually down from 30 in 2011 because of targeted patrolling of crime hot spots, Kelly said.

Sam Mendes' 'Skyfall': sleek, slithery, sensual

The cool accomplishment of Skyfall, 23rd in the Broccoli franchise, is that it seems a necessary, rather than mandatory, addition to the year's popular culture.

Among the most ambitious imaginings of Bond to date: dark, supple, and punctuated with moments of unanticipated visual brilliance.

Mendes' approach to action is classical and elegant - no manic editing and blurry unintelligible images here - but what makes the movie special is the attention he pays his actors.

"Skyfall" is a different kind of Bond movie, one that works just fine on its own terms, but a steady diet of this might kill the franchise. One "Skyfall" is enough.

Skyfall isn't quite a throwback to the absurd thrills of the 007 films of old, but it does inject some fun back into the franchise.

As the saying goes, you've got to shake 22 Bond films, before the 23rd is stirred to perfection. Without a doubt, this is the best James Bond movie.

James Bond looks broken and weary, an embodiment of a traditional model of international spydom, the one premised on national borders, white-Western-wealthy entitlements, and excessive consumptions of alcohol, cars, and women.

I have no compulsion whatsoever in declaring Skyfall, in terms of cinematography, the best looking Bond film ever ... Action movies simply don't look like this - but ... this is no ordinary action movie.

Sentimental touches underscore the fun and frivolity of Bond's past while relishing the brutal landscape of the modern day super-spy.

This makes the list of truly great 007 films alongside the list of Goldfinger, Thunderball, Live And Let Die, Licence To Kill, Goldeneye and Casino Royale.

Worlds collide in this near-brilliant, meticulously refined 21st-century redefinition of James Bond.

Sam Mendes has done a magnificent job, creating both a relevant and timeless entry into the Bond canon, while deftly adding homages to the series' past.

...tough and grim but still spry ... feels like something of a rearguard action in the case of the British Empire.

Sometimes the old ways are the best. This is a theme and repeated line running throughout the new James Bond film Skyfall and never has it been more true.

Skyfall does what all of the best franchise entries do: it makes you want to see the next one immediately. Consider me (physically) shaken and (emotionally) stirred.

Not the best Bond movie ever but a very good one; a little darker but still unsettled as to what type overall it wants to be.

Too often this martini is sloppy, not smooth.

This is one of the 50-year-old series' most exciting and commandingly compelling entries. Yes, James Bond is back to being James Bond.

Seen against the ineffectual backdrop of 2008's Quantum of Solace, this is a return to form but it doesn't exceed Craig's impressive debut as Bond in 2006's Casino Royale.

Skyfall is not, of course, ''darker'' or more serious than previous Bond films, but it's more knowing about its own conventions.

Breathes fresh life into the genre.

A lot of critics are claiming this to be the best Bond film ever made; they may well be right-to some degree. It's certainly the most poignant-which, in what is ostensibly an action film, is a feather in Mendes' cap to be sure.

James Bond's 23rd official feature film gives the iconic secret agent something to stew over: an existential crisis.

US cancer screening rates decline over the last 10 years, finds new study

Dec. 27, 2012 ? The rate of people who seek preventive cancer screenings has fallen over the last ten years in the United States with wide variations between white-collar and blue-collar workers, according to a University of Miami Miller School of Medicine study published on December 27 in the open-access journal Frontiers in Cancer Epidemiology.

While earlier diagnoses and improved treatments have increased the number of survivors, cancer remains one of the most prominent chronic diseases and, last year alone, claimed the lives of more than 570,000 people in the U.S.

"There is a great need for increased cancer prevention efforts in the U.S., especially for screening as it is considered one of the most important preventive behaviors and helps decrease the burden of this disease on society in terms of quality of life, the number of lives lost and insurance costs," said lead author Tainya Clarke, M.P.H., research associate in the Department of Epidemiology and Public Health.

"But despite this," Clarke continued, "our research has shown that adherence rates for cancer screenings have generally declined with severe implications for the health outlook of our society."

For their NIH-funded study, Clarke and her team evaluated the cancer screening behaviors of the general public and cancer survivors to see if government-recommended screenings goals were achieved.

The study looked at cancer screening adherence rates for colorectal, breast, cervical and prostate cancers and compared the screening rates among the general public to all cancer survivors and to the subpopulation of employed survivors.

Results showed that the general public did not meet government recommendations for cancer screenings for any cancer types except colorectal cancer. About 54 percent of the general public underwent colorectal screenings, exceeding the 50 percent goal of the government's "Healthy People 2010" national health promotion and disease prevention initiative.

By contrast, cancer survivors, who are at an increased risk of developing the disease, had higher screening rates and underwent the recommended cancer screenings for all types except cervical cancer, which decreased to 78 percent over the last decade. The study also showed a decline among cancers survivors who sought cancer screenings over the last three years.

The researchers used the recommended cancer screening rates set by the U.S. Department of Health and Human Services and looked at data from the National Health Interview Survey between 1997 and 2010. In total, 174,393 people were included in the study analysis, with 7,528 employed cancer survivors and 119,374 people representing the general population.

In addition, the study showed that among survivors, white collar workers had higher screening rates than blue collar workers -- a crucial discovery that Clarke hopes will help change current job-related policies and overcome disparities within different professions of working cancer survivors.

The researchers speculated that ongoing disagreements among the United States Preventive Services Task Force, American Cancer Society and others over screening guidelines, as well as the decrease in worker insurance rates over the decade may have influenced the decline in screening rates.

Obama cuts vacation short to deal with fiscal crisis

HONOLULU (Reuters) - President Barack Obama is cutting short his Hawaiian holiday to leave for Washington on Wednesday to address the unfinished "fiscal cliff" negotiations with Congress, the White House said on Tuesday.

As the clock ticks toward a January 1 deadline, efforts to avert a sharp rise in taxes and deep spending cuts have stalled, worrying world financial markets.

Obama and congressional lawmakers left Washington on Friday for the Christmas holidays with talks to avert the fiscal disaster in limbo.

When Obama arrives back in Washington early on Thursday, the focus will shift to the U.S. Senate after Republicans in the House of Representatives failed to pass their own budget measures last week.

Obama is expected to turn to a trusted Democratic ally, Senate Majority Leader Harry Reid, to help craft a quick deal.

White House aides began discussing details of the year-end budget measure with Senate Democratic counterparts early this week, a senior administration official said on Monday

The president will also need at least tacit approval from Senate Minority Leader Mitch McConnell to insure Republicans will permit passage of what is likely to be a stripped down bill that prevents taxes from rising on all Americans.

The measure may not, however, contain difficult spending cuts both parties had sought to speed deficit reduction. It is unclear how the president will seek to address the draconian across-the-board government spending reductions set to go into effect early in the year without a deal.

McConnell, who is up for re-election in 2014, has been a cautious participant in the process. His spokesman has said it was now up to Democrats in the Senate to make the next move.

Once clear of the Senate, the fiscal cliff legislation must also win enough bipartisan support to pass the House of Representatives, which failed last week to approve Speaker John Boehner's proposal to extend tax breaks for all Americans earning less than $1 million a year.

Conservative Republicans balked at any tax increases at all and withdrew support for the measure, which never came to a vote. Some Republican votes will be needed to pass any Senate bill.

BIG DAY THURSDAY

The next session of the Senate is set for Thursday, but the issues presented by the fiscal cliff - across-the-board tax increases and indiscriminate reductions in government spending - were not on the calendar.

The House has nothing on its schedule for the week, but members have been told they could be called back with 48 hours notice, making a Thursday return a theoretical possibility.

Obama and his family arrived in Hawaii early on Saturday and have devoted their time to spending the Christmas holiday together. First Lady Michelle Obama and the couple's two daughters are to remain in Hawaii, suggesting the president hopes to rejoin them if a deal is struck

Before the talks ran into trouble, Obama had originally been expected to stay in Hawaii - where he was born - until well into the first week of January.

But many observers are pessimistic that lawmakers, who have repeatedly come close to agreement only to see negotiations collapse, can wrap up a deal in the few days left before the end-of-year cut-off point.

The impact of a blown deadline would likely be first seen in financial markets, which wobbled last week after House of Representatives Speaker John Boehner's "Plan B" tax and spending effort fell flat.

Obama had offered a deal early last week that would have let tax rates rise for those making more than $400,000 a year, a higher threshold than the $250,000 income level he originally wanted to subject to higher tax rates. However, Boehner was unimpressed with the offer and pursued his alternative instead.

The president appears to have set consideration of fiscal cliff issues aside during his four days in Hawaii. His only public events have been to attend the funeral of long-time Hawaiian Senator Daniel Inouye on Sunday and a Christmas Day visit to soldiers at a Marine Corps base near the vacation home his family is using in Kailua, Hawaii.

He has spent his time with family and friends, with excursions to play golf, exercise, go hiking or to the beach.
