Iowa issuing new certificates for federal?mortgage interest tax credits.? The Iowa Finance Authority yesterday announced that it will issue mortgage credit certificates that enable Iowans to qualify for the federal mortgage interest credit.? O. Kay Henderson reports:

The Iowa Finance Authority is offering a new tax credit for new homeowners who fall under limits on annual income and the purchase price of their home. Iowa Finance Authority director Dave Jamison?says it?s a credit linked to the mortgage interest new homeowners are paying.

?Yet another way that Iowans who meet our program guidelines can experience the many benefits of home ownership,? Jamison says.

Iowans with the certificates may be able to claim the federal credit on Form 8396.? The IRS describes the credit here.? They note that interest that qualifies for the credit does not qualify for the home mortgage deduction.? You only qualify for the credit if you have a mortgage credit certificate from a qualifying agency; in Iowa, that agency is the Iowa Finance Authority.

The credit isn?t for everyone; there are limits based on income and home price.? From the O. Kay Henderson story:

Eligibility guidelines are different for each Iowa county. In the state?s largest county, Polk County, a couple with an annual income of up to $75,000 could qualify for the credit on a home that was purchased for $250,000 or less.

Motley Crue Members Entangled in Legal Battle Also Involving ...

Aerosmith vocalist Steven Tyler, his former management company Kovac Media Group and Tyler?s lawyer, Dina LaPolt, have been entrenched in a legal battle since October 2012, regarding issues with the singer?s stint as a judge on ?American Idol.? Tyler?s former management company accuses the singer?s lawyer allegedly sabotaged a multimillion dollar deal for the Aerosmith legend, resulting in Tyler?s exit from the popular TV show. As if this wasn?t dramatic enough, the Hollywood Reporter?reports that?Mick Mars and Tommy Lee of?Motley Crue are now involved in another issue between both Kovac Media Group and lawyer Dina LaPolt, adding to the whirlwind of serious allegations.

Although both Steven Tyler and Motley Crue are both caught in the middle of legal battles between Kovac Media Group and Dina LaPolt, the issues involving both bands are separate. Kovac Media Group, run by Allen Kovac, claims that LaPolt?s actions cost Steven Tyler his ?American Idol? deal, apparently worth a total of $6-$8 million. Despite Kovac?s claim, Tyler denies any sort of sabotage took place and has taken the side of LaPolt.

After Kovac filed the Steven Tyler lawsuit, the media mogul added new claims, alleging that Dina LaPolt, in an act of retaliation, has been conspiring to set up her own management company in order to steal Motley Crue, who Kovac has represented for 15 years. Much like Steven Tyler, Motley Crue guitarist Mick Mars and drummer Tommy Lee are also supporting LaPolt, both Crue musicians having filed legal paperwork in an attempt to halt Kovac?s legal proceedings against their lawyer.

Mick Mars first heard of the Steven Tyler case on Oct. 15, and was left aghast to say the least, claiming he was ?completely shocked and mad that Motley Crue?s manager had sued our lawyer. I trust Dina implicitly, to the point that she is my trustee if I die or become disabled.?

Meanwhile, Mars also says that Motley Crue never authorized a $200,000 transaction between the band?s business manager, Pam Malek, and Kovac to repay a loan that Kovac had given to Motley Crue singer Vince Neil, who is no longer a shareholder in the band. Malek has since been dismissed by the band, with Mars claiming ?she was controlled by [Kovac].?

Motley Crue drummer Tommy Lee, meanwhile, is echoing the same sentiments as Mars, and is upset that he now has to give a deposition on the matter.

OPINION: finally, plain English from health insurance companies ...

You probably missed it because of the media?s focus on the fiscal cliff, but a provision of ObamaCare took effect on January 1 that can help you avoid making costly mistakes when you sign up for health insurance. At the very least you?ll be able to understand what you?re actually signing up for.

From now on, health insurers will have to provide us with information in plain English, and in no more than four pages, about what their policies cover and how much we?ll have to pay out of our own pockets when we get sick. And they?ll have to provide it in a standard format that will enable us to make apples-to-apples comparisons among health plans. Click here to see an example of what the plan descriptions must now look like. ?

As you can imagine, insurers fought hard to kill that part of the law. That?s because they?ve profited for years by using legalese and gobbledygook in describing their policies, and also by purposely withholding information we really need to make informed coverage decisions.?

Now, at long last, thanks to ObamaCare, you can say goodbye and good riddance to ?explanations? like this one:

?Benefits are payable for Covered Medical Expenses (see ``Definitions'') less any Deductible incurred by or for a Covered Person for loss due to Injury or Sickness subject to: (a) the Maximum Benefit for all services; (b) the maximum amount for specific services; both as set forth in the Schedule of Benefits; and (c) any coinsurance amount set forth in the Schedule of Benefits or any endorsement hereto. The total payable for all Covered Medical Expenses shall never exceed the?Maximum Benefit stated in the Schedule of Benefits. Read the ``Definitions'' section and the ``Exclusions and Limitations'' section carefully.?

Yes, that?s from an actual policy the folks at Consumers Union found during research they did a few years ago into the consequences to patients of indecipherable policy descriptions.

One of the reasons I decided to go public as a critic of the industry I used to work for ?was my disdain for how insurance firms padded their bottom lines through obfuscations like that paragraph above. ?I described to members of Congress in 2009 how they ?confuse their customers and dump the sick?all so they can satisfy their Wall Street investors.? ?

Sharing the witness table with me during my first Senate testimony ?were Nancy Metcalf, senior editor at Consumer Reports, and Karen Pollitz, then research professor at Georgetown University?s Health Policy Institute. ?Metcalf pointed out in a policy brief she provided the senators that the average American adult reads at an 8th grade level, yet the typical health plan document is written at a first-year college reading level.? She also noted that because of the lack of standardization, terms like ?deductible? and even ?hospitalization? varied from plan to plan.? An article she wrote for Consumer Reports described a health insurance policy that essentially hid in dense fine print the fact that hospital coverage excluded the first day of hospitalization??usually the most expensive day when lab and surgical suite costs are incurred.? That meant, of course, that the patient would have to pay the full amount of that first day in the hospital, typically several thousand dollars.

Pollitz, now a senior fellow at the Kaiser Family Foundation, spent more than a decade trying to get legislation enacted to help consumers make sense of health insurance. She and consumer advocates in California who had been studying the issue began citing the now-common ?Nutrition Facts? label as an example of what was needed.

It was so needed, she told Congress, that even studies conducted by the insurance industry showed that the majority of people asked said that they would prefer to work on their income taxes than try to read their insurance policy.

In addition to the standard format and plain English that must now be used, insurers must also provide an estimate of how much a given policy will pay for ?having a baby (normal delivery)? and ?managing type 2 diabetes? and also how much the policyholder will have to pay. In years to come, additional examples will have to provided, such as for a heart attack or breast cancer.

Pollitz cautions, however, that the cost information in the examples this year is not necessarily as reliable as it could and should be. With little fanfare, the government told insurers last summer they could use a simple formula during 2013 to estimate policyholders? out-of-pocket expenses. Next year, however, they?ll have to start using their actual claim experience in the examples.

It?s not perfect by a long shot, but it?s a great start and a lot more than we?ve ever had before.

2nd Winehouse inquest confirms alcohol death

LONDON (AP) ? Amy Winehouse died from accidental alcohol poisoning when she resumed drinking after a period of abstinence, a second coroner's inquest confirmed Tuesday.

Coroner Shirley Radcliffe ruled that the 27-year-old soul singer "died as a result of alcohol toxicity" and recorded a verdict of death by misadventure. She said there were no suspicious circumstances.

She said Winehouse "voluntarily consumed alcohol ? a deliberate act that took an unexpected turn and led to her death."

Tuesday's verdict was identical to that produced by a first inquest in 2011. But the result of that hearing was annulled after the original coroner was found to lack the proper qualifications for the job.

The Grammy-winning singer, who fought a very public battle with drug and alcohol abuse for years, was found dead at her London home on July 23, 2011, with empty vodka bottles scattered around her.

Radcliffe said a postmortem had found that Winehouse had a blood alcohol level five times the legal driving limit, and above a level that can prove fatal.

She said that much alcohol could affect the central nervous system so much that a patient could "fall asleep and not wake up."

Pathologist Michael Sheaff told the inquest that Winehouse had likely suffered respiratory arrest after consuming so much alcohol. The level in her blood was 416 milligrams per 100 milliliters, a blood alcohol level of 0.4 percent. The British legal driving limit is 0.08 percent.

Winehouse's family did not attend the 45-minute inquest at St. Pancras Coroner's Court, near the singer's north London home.

The original coroner resigned in November 2011 after her qualifications were questioned. She had been hired by her husband, the senior coroner for inner north London. But she had not been a registered lawyer in Britain for five years as required.

In Britain, inquests are held to determine the facts whenever someone dies unexpectedly, violently or in disputed circumstances.

The beehive-haired Winehouse shot to global fame with her 2006 album "Back to Black," which won five Grammys. But her erratic public behavior, turbulent private life and frequent health problems ? which included seizures, emphysema and bulimia ? often overshadowed her musical talent.

Tuesday's second inquest re-heard testimony from witnesses and experts including the bodyguard who found Winehouse dead, the police officer who investigated and a doctor who treated the singer as she tried to quit drugs and alcohol.

The doctor, Christina Romete, said Winehouse was "a highly intelligent individual, very determined and willful," who did not easily follow doctors' orders and resisted suggestions that she seek psychological help.

She said the singer had successfully given up drugs after a period of taking heroin, crack cocaine and marijuana, but had struggled to stop drinking, going through periods of abstinence followed by booze binges.

Winehouse started drinking a few days before her death after being dry for almost two weeks.

"She said she started drinking again because she felt bored," said Romete, who saw Winehouse the day before she died.

"I asked Amy if she was going to stop drinking that evening and she said she did not know," the doctor said.

Sources: Obama to nominate Hagel as Pentagon chief

WASHINGTON (AP) ? President Barack Obama will nominate former Republican Sen. Chuck Hagel as his next defense secretary, a senior administration official said Sunday.

The selection of the decorated Vietnam combat veteran sets up a potentially contentious confirmation hearing because Hagel has come under scrutiny from his former colleagues over his positions on Israel and Iran. Some Republicans already have declared their public opposition to Hagel replacing Pentagon chief Leon Panetta in Obama's second-term Cabinet.

Seeking to soften the ground, the White House was alerting Senate Democrats Sunday that Hagel's selection was imminent, according to a congressional official.

Obama, who returned to Washington on Sunday from his Hawaiian vacation, was expected to nominate Hagel as early as Monday. Congress is on break this coming week.

The officials requested anonymity in order to discuss Hagel's nomination ahead of Obama.

Sen. Mitch McConnell, the top Senate Republican, said earlier Sunday that he was reserving judgment on whether to support Hagel. But he predicted the former Nebraska senator would face serious questions about his stands on Iran and Israel.

Any nominee must have "a full understanding of our close relationship with out Israeli allies, the Iranian threat, and the importance of having a robust military," McConnell said on ABC's "This Week."

Hagel has criticized discussion of a military strike by either the U.S. or Israel against Iran. He also has backed efforts to bring Iran to the table for talks on future peace in Afghanistan. Some lawmakers have been troubled by his comments and actions on Israel, including his reference to the "Jewish lobby" in the United States.

McConnell, R-Ky., said any defense nominee must have "a full understanding of our close relationship with our Israeli allies, the Iranian threat, and the importance of having a robust military."

McConnell said Hagel, who left the Senate in 2009, has "certainly been outspoken in foreign policy and defense over the years. The question we will be answering, if he's the nominee, is do his views make sense for that particular job?"

McConnell said he would "wait and see how the hearings go and see whether Chuck's views square with the job he would be nominated to do." He added: "I'm going to take a look at all the things that Chuck has said over the years and review that, and in terms of his qualifications to lead our nation's military."

The second-ranking Senate Republican, John Cornyn of Texas, said in a statement that making Hagel defense secretary would be "the worst possible message we could send to our friend Israel and the rest of our allies in the Middle East." Cornyn did not say he would try to block a Hagel nomination.

Obama, in an interview that aired last Sunday on NBC's "Meet the Press" called Hagel "a patriot" who "has done extraordinary work" in the Senate and on an intelligence advisory board.

Illinois Sen. Dick Durbin, the second-ranking Senate Democrat, told CNN's "State of the Union" that Hagel "is a serious candidate if the president chooses to name him."

Hagel has criticized discussion of a military strike by either the U.S. or Israel against Iran. He also has backed efforts to bring Iran to the table for talks on future peace in Afghanistan. Some lawmakers have been troubled by his comments and actions on Israel, including his reference to the "Jewish lobby" in the United States.

"This is a controversial pick," Sen. Lindsey Graham, R-S.C., told CNN. "He is an antagonistic figure when it comes to the state of Israel. It's a signal you're sending to Iran at the worst possible time and to our allies."

Obama has nominated Sen. John Kerry, D-Mass., as his next secretary of state, in what was the president's first step in filling out his second term Cabinet and national security team.

Kerry, as well as the nominees for the Pentagon and CIA, must be confirmed by the Senate.

My ds had this when he was a baby and we used hydrocortisone.
Now dd has it or at least I think so. She has patches of breakouts on her face and neck and ears and she is always rubbing at it. At her month appt the dr said I could use lotion, Vaseline or over the counter hydrocortisone. Well I have used lotion and Vaseline but it still seems to bother her. I haven't gotten out to the store yet to buy something.
Does anyone's LO have it? What works best? Any home remedies?

CAIRO (AP) ? Egypt swore in 10 new ministers on Sunday in a Cabinet shake-up aimed at improving the government's handling of the country's ailing economy ahead of talks this week with the International Monetary Fund over a badly needed $4.8 billion loan.

The reshuffle, which President Mohammed Morsi had promised in response to public anger over Egypt's economic malaise, affected two key ministries, the interior and finance. It also solidified Islamist control of the government, putting three portfolios in the hands of members of the president's Muslim Brotherhood.

The dire state of Egypt's economy was punctuated Sunday by new central bank figures that put December's foreign currency reserves at $15.01 billion, down $26 million from a month earlier. The reserves have dropped by more than half since the uprising that ousted longtime ruler Hosni Mubarak in February 2011.

The central bank said last month that current reserve levels represent a "critical minimum."

Morsi met with the new ministers after their swearing-in ceremony at the presidential palace in Cairo where they discussed ways to revive tourism and attract foreign investors, a presidential official said, speaking on condition of anonymity because he was not authorized to brief the media.

Prime Minister Hesham Kandil, meanwhile, said he stressed in his first meeting with the new ministers the need for immediate action to stabilize the economy.

At the heart of those efforts lies the $4.8 billion loan that Egypt has requested from the IMF. Cairo says the funds are needed to bolster confidence in the country's economy and attract foreign investors.

Egypt asked the IMF for a delay in the talks on the loan after a wave of political turmoil erupted in December over a contentious new constitution. Mass protests and street violence tied to the constitution dealt yet another blow to major foreign currency earners, including tourism and foreign investment.

The unrest also sparked a rush on U.S. dollars by worried residents and led to a drop in the Egyptian pound, which shed nearly four percent of its value against the dollar over the past two weeks.

The opposition, a coalition of liberal, secular-leaning, and leftist groups, was not offered any seats in the new Cabinet and has said that any government shake-up that doesn't replace Kandil falls short of what is needed.

The two most important changes affect the finance and interior ministries.

El-Morsi Hegazy, a professor of public finance at Alexandria University, takes over the Finance Ministry, replacing Mumtaz el-Said, who was appointed by the country's transitional military rulers and widely viewed as being at odds with the Brotherhood.

Mohammed Ibrahim, meanwhile, will lead the Interior Ministry, which is responsible for the police force. He previously was in charge of prisons and prior to that was director of security in the province of Assiut, which has a large Coptic Christian population and has also been home to a number of Islamic militant groups.

Ibrahim said his priorities will be to fight a rising wave of crime and restore stability to Egypt.

"We will strike with an iron fist against anyone that threatens the security of the nation and Egyptians," Ibrahim told the state news agency, pledging to clamp down on cross-border weapons smuggling. Egypt has been flush with weapons smuggled from Libya and Sudan.

Three of the new ministers are from the Brotherhood, according to the spokesman for the group's Freedom and Justice Party, Ahmed Subaie. They take over the ministries of transportation, local development and supply and interior trade, giving the Brotherhood a total of eight Cabinet posts.

Also included in the reshuffle were the ministries of civil aviation, environment, electricity, communication and parliamentary affairs.

Karim Ennarah, a researcher on police and security reforms at the Egyptian Initiative for Personal Rights, said the previous interior minister, Ahmed Gamal Eddin, was likely replaced because Brotherhood leaders were upset with the police's handling of attacks against the group's offices and supporters during clashes with the opposition last month over the constitution.

"It seems like it is a clash of egos. It's obviously not a reform of any kind," Ennarah said.

With the new Cabinet set, Kandil told reporters he will meet with IMF officials Monday "to reassure them about Egypt's situation and economic recovery in the coming period."

An IMF statement said the purpose of the visit is "to discuss with the authorities the most recent economic developments, their policy plans for addressing Egypt's economic and financial challenges, and possible IMF support for Egypt in facing these challenges."

Egyptian officials have said that the country's budget deficit is likely to reach 200 billion Egyptian pounds ($31.5 billion) by mid-2013.

The implementation of austerity measures, many of which are believed to be linked to conditions attached to the IMF loan, was also delayed last month due to the political situation.

Kandil's government is expected to announce tax hikes and cuts in subsidies soon. Talk of restructuring the current system is sensitive in a nation where nearly half of its 85 million people live just at or below the poverty line of $2 per person a day.

(AP) ? A sergeant in Saudi Arabia's air force was jailed in Las Vegas on charges that he pulled a boy into a hotel room and sexually assaulted him the morning of Sin City's big New Year's Eve fireworks extravaganza.

Mazen Alotaibi, 23, faces charges including kidnapping, sexual assault with a minor and felony coercion that could get him decades in state prison, according to police and charging documents obtained Friday.

The boy, who is younger than 14, told police the man forced him into a room at the Circus Circus hotel on the Las Vegas Strip and raped him. Police arrested Alotaibi after being called to the hotel before 9:30 a.m. Dec. 31.

"There was a kidnapping and sexual assault with force," Las Vegas police Lt. Dan McGrath said. "The victim said he was forced into the room and sexually assaulted. We have a strong case based on the evidence."

The boy, who lives out of state, was staying at the hotel with his family, McGrath said. He was taken to a hospital for medical treatment and evidence collection and released later to family members. His name was not made public.

McGrath said Alotaibi produced a Saudi Arabian military identification and said he was stationed at Joint Base San Antonio-Lackland near San Antonio, Texas. U.S. federal authorities and Saudi military officials were notified, the police lieutenant said.

Joint Base San Antonio-Lackland spokesman Brent Boller told The Associated Press that records showed Alotaibi is currently stationed at Keesler Air Force Base in Biloxi, Miss. Boller said he could not immediately verify if Alotaibi had been at Lackland, but noted that international military students attend a Defense Language Institute English Language Center on the base to improve their English-language skills.

Alotaibi's lawyer, Don Chairez of Newport Beach, Calif., said Friday he had been in contact with U.S. military authorities at both air force bases and with the Saudi government. He said Alotaibi had come to Las Vegas for the New Year's celebration and will plead not guilty.

Alotaibi also is charged with burglary, which in Nevada can stem from a person entering a building with intent to commit a felony.

The alleged attack took place on the sixth floor of a 15-story hotel tower. Circus Circus has a total of 3,767 guest rooms in three towers and five three-story motor lodge-style buildings dubbed Circus Circus Manor.

The arrest was first reported by the Las Vegas Review-Journal. It cited a police report saying the boy was 13.

Alotaibi was being held without bail at the Clark County jail pending an evidence hearing Jan. 17.

Pioneering research on Type 2 diabetes

Jan. 4, 2013 ? While legions of medical researchers have been looking to understand the genetic basis of disease and how mutations may affect human health, a group of biomedical researchers at UC Santa Barbara is studying the metabolism of cells and their surrounding tissue, to ferret out ways in which certain diseases begin. This approach, which includes computer modeling, can be applied to Type 2 diabetes, autoimmune diseases, and neurodegenerative diseases, among others.

Scientists at UCSB have published groundbreaking results of a study of Type 2 diabetes that point to changes in cellular metabolism as the triggering factor for the disease, rather than genetic predisposition. Type 2 diabetes is a chronic condition in which blood sugar or glucose levels are high. It affects a large and growing segment of the human population, especially among the obese. The team of scientists expects the discovery to become a basis for efforts to prevent and cure this disease.

The current work is based on a previous major finding by UCSB's Jamey Marth, who determined the identity of the molecular building blocks needed in constructing the four types of macromolecules of all cells when he was based at the Howard Hughes Medical Institute in La Jolla in 2008. These include the innate, genetic macromolecules, such as nucleic acids (DNA and RNA) and their encoded proteins, and the acquired metabolic macromolecules known as glycans and lipids. Marth is a professor in the Department of Molecular, Cellular, and Developmental Biology and the Biomolecular Science and Engineering Program; and holds the John Carbon Chair in Biochemistry and Molecular Biology and the Duncan and Suzanne Mellichamp Chair in Systems Biology. He is also a professor with the Sanford-Burnham Medical Research Institute in La Jolla.

"By studying the four types of components that make up the cell, we can, for the first time, begin to understand what causes many of the common grievous diseases that exist in the absence of definable genetic variation, but, instead, are due to environmental and metabolic alterations of our cells," said Marth. UCSB is the only institution studying these four types of molecules in the cells while also using computational modeling to determine their functions in health and disease, according to Marth.

The new study, published in the December 27 issue of PLOS ONE, relies on computational systems biology modeling to understand the pathogenesis of Type 2 diabetes.

"Even in the post-genomic era, after the human genome has been sequenced, we're beginning to realize that diseases aren't always in our genes -- that the environment is playing a major role in many of the common diseases," said Marth.

Normally, beta cells in the pancreas sense a rise in blood sugar and then secrete insulin to regulate blood glucose levels. But in Type 2 diabetes, the beta cells fail to execute this important function and blood sugar rises, a trend that can reach life-threatening levels. The researchers identified a "tipping point," or metabolic threshold, that when crossed results in the failure of beta cells to adequately sense glucose in order to properly secrete insulin.

Obesity has long been linked to Type 2 diabetes, but the cellular origin of the disease due to beta cell failure has not been described until now. "In obesity there's a lot of fat in the system," said Marth. "When the cell is exposed to high levels of fat or lipids, this mechanism starts, and that's how environment plays a role, among large segments of the population bearing 'normal' genetic variation. We're trying to understand what actually causes disease, which is defined as cellular dysfunction. Once we understand what causes disease we can make a difference by devising more rational and effective preventative and therapeutic approaches."

The research was based on a unique approach. "This project illustrates the power of systems biology; namely, how a network perspective combined with computational modeling can shed new light on biophysical circuits, such as this beta-cell glucose transport system," said co-author Frank Doyle. "It cannot be done by molecular biology alone, nor computational modeling alone; rather, it requires the uniquely interdisciplinary approach that is second-nature here at UCSB." Doyle is associate dean for research of the College of Engineering; director of UCSB's Institute for Collaborative Biotechnologies; professor of chemical engineering; and the Mellichamp Chair in Process Control.

"We are excited to bring our 20 years of expertise on Type 1 diabetes and systems biology methods to look at the networks responsible for the onset of Type 2 diabetes," said Doyle.

According to the American Diabetes Association, 8.3 percent of the U.S. population has diabetes. The disease can lead to nerve loss, blindness, and death.

The first author of the paper is Camilla Luni, who was a UCSB postdoctoral researcher at the time of the study, and is now with the University of Padova, in Italy. The research was funded by a grant from the U.S. Army Research Office to UCSB's Institute for Collaborative Biotechnologies, and a grant from the U.S. National Institutes of Health.

(AP) ? Nearly two years after being critically wounded in a mass shooting, former Arizona congresswoman Gabrielle Giffords on Friday met with families of victims in last month's shooting that left 26 people dead inside a Connecticut elementary school.

Giffords was accompanied by her husband, astronaut Mark Kelly, at the private meeting in Newtown that was also attended by U.S. Sen. Richard Blumenthal.

"As always, I was deeply impressed by the strength and courage and resolve of the families and the extraordinary caring and generosity of Gabby Giffords and Mark Kelly in visiting with them," Blumenthal said.

Giffords, a Democrat, met earlier in the day with officials including Connecticut's lieutenant governor and Newtown's first selectman.

Giffords was left partially blind, with a paralyzed right arm and brain injury, when a gunman opened fire at a constituent meet-and-greet outside a Tucson grocery store on Jan. 8, 2011. Arizona's chief federal judge and five others were killed and 13 people, including Giffords, were injured.

The gunman, Jared Lee Loughner, pleaded guilty to 19 federal charges and was sentenced to seven consecutive life sentences, plus 140 years.

Kelly has become a vocal advocate for gun control in recent months, most notably at Loughner's sentencing in November. He lashed out at politicians for avoiding a "meaningful debate" about gun laws and called out Arizona Republicans, including the governor, for taking a pro-gun stance in the months after the shooting.

"As a nation we have repeatedly passed up the opportunity to address the issue. After Columbine, after Virginia Tech, after Tucson and after Aurora, we have done nothing," he told the court.

He has issued strongly worded statements many times since the massacre in Connecticut, including a harsh response to the National Rifle Association's reaction to the shooting. He often begins statements with "Gabby and I" as he makes pointed comments about the direction of the gun debate in America.

Kelly said on the day of the Newtown shooting that it should lead to better gun control.

"This time our response must consist of more than regret, sorrow, and condolence," Kelly said on his Facebook page, calling for "a meaningful discussion about our gun laws and how they can be reformed and better enforced to prevent gun violence and death in America."

Blumenthal said he is eager to find allies as he pursues tougher gun control laws.

"I'm hopeful that everyone who cares about this issue or has a stake in it will be active in supporting our effort in gun violence prevention legislatively," he said.

Giffords' visit came one day after Connecticut Gov. Dannel P. Malloy announced the creation of an advisory commission that will review and recommend changes to state laws and policies on issues including gun control in the wake of the Dec. 14 rampage at Sandy Hook Elementary School.

The gunman, Adam Lanza, shot and killed his mother, then drove to the school and slaughtered 20 first-graders and six educators before committing suicide as police arrived.

Giffords has appeared in public a few times since the shooting. She came face-to-face with Loughner when he was sentenced and attended ceremonies for the anniversary of the shooting.

She received tributes and ovations when she returned to the House in January 2012 to say goodbye as she resigned her seat and she delivered the Pledge of Allegiance at the Democratic National Convention in September.

On Wednesday, two days before she visited the Newtown families, she and Kelly met for an hour with New York City Mayor Michael Bloomberg, a longtime and vociferous gun control advocate. Bloomberg's office tweeted a photo of the meeting but wouldn't elaborate Friday on the discussion.

President Barack Obama invoked the Tucson and Newtown elementary school shootings when he spoke at Newtown shortly after the attack. He said four shootings, including those two plus the attacks at a Sikh temple in Wisconsin and at a movie theater in Aurora, Colo., marked his first term in office.

A recent Pew Research Center report says gun policy accounted for almost 30 percent of discussions examined on blogs and Twitter in the three days after the school massacre. It compares the response to the Newtown rampage with the Arizona shooting, saying that in the three days after that, just 3 percent of social media conversation was about gun laws.

The production of new neurons in the adult normal cortex in response to the antidepressant, fluoxetine, is reported in a study published online this week in Neuropsychopharmacology.

The research team, which is based at the Institute for Comprehensive Medical Science, Fujita Health University, Aichi, has previously demonstrated that neural progenitor cells exist at the surface of the adult cortex, and, moreover, that ischemia enhances the generation of new inhibitory neurons from these neural progenitor cells. These cells were accordingly named "Layer 1 Inhibitory Neuron Progenitor cells" (L1-INP). However, until now it was not known whether L1-INP-related neurogenesis could be induced in the normal adult cortex.

Tsuyoshi Miyakawa, Koji Ohira, and their colleagues employed fluoxetine, a selective serotonin reuptake inhibitor, and one of the most widely used antidepressants, to stimulate the production of new neurons from L1-INP cells. A large percentage of these newly generated neurons were inhibitory GABAergic interneurons, and their generation coincided with a reduction in apoptotic cell death following ischemia. This finding highlights the potential neuroprotective response induced by this antidepressant drug. It also lends further support to the postulation that induction of adult neurogenesis in cortex is a relevant prevention/treatment option for neurodegenerative diseases and psychiatric disorders.

These cells were accordingly named "Layer 1 Inhibitory Neuron Progenitor cells" (L1-INP). However, until now it was not known whether L1-INP-related neurogenesis could be induced in the normal adult cortex.

Tsuyoshi Miyakawa, Koji Ohira, and their colleagues employed fluoxetine, a selective serotonin reuptake inhibitor, and one of the most widely used antidepressants, to stimulate the production of new neurons from L1-INP cells. A large percentage of these newly generated neurons were inhibitory GABAergic interneurons, and their generation coincided with a reduction in apoptotic cell death following ischemia. This finding highlights the potential neuroprotective response induced by this antidepressant drug. It also lends further support to the postulation that induction of adult neurogenesis in cortex is a relevant prevention/treatment option for neurodegenerative diseases and psychiatric disorders.

Feds: Second inmate who escaped Chicago jail captured

CHICAGO (AP) ? Weeks after a pair of bank robbers made a daring escape from a downtown Chicago high-rise jail, police said Friday they captured the last of the two men but didn't notice him at first because he was disguised as an old man.

Kenneth Conley was arrested in the Chicago suburb of Palos Hills after a short foot chase. Palos Hills Deputy Chief James Boie said Conley was dressed like an old man, wearing a beret and glasses, and walking with a limp when officers approached him.

He said Conley pushed one of the officers and led them on a foot chase. He said the fleeing man tried to break into an apartment to avoid being captured, but was caught and had a BB gun in his possession.

Conley, 38, fled the Metropolitan Correctional Center last month with Joseph "Jose" Banks, apparently by smashing a hole in a wall at the bottom of a narrow cell window and squeezing through before scaling down about 20 stories using a knotted rope made out of bed sheets.

Banks, 37, was arrested two days later at a home on Chicago's North Side, about five miles away from the jail. Conley managed to elude authorities for 17 days, but was still in the area when he got caught ? about 18 miles southwest of the federal facility they had fled.

The apartment complex where Conley was nabbed is across the street from the police department.

Boie said officers checking on a report of someone sleeping in the basement of a building saw Conley, but he was disguised.

"One officer outside saw a guy who looked like an old man," the deputy chief said. "He had a beret. He was walking with a limp and he had glasses on."

The officers approached Conley to verify his identity and Conley claimed he "was just visiting and didn't have any identification," Boie said.

At that point, Conley pushed one of the officers and there was a small struggle before Conley ran off and tried to break into an apartment, Boie said. Two officers chased after him and caught him about a block and a half away.

Both Conley and the officer who was shoved were taken to a hospital. Their injuries weren't serious.

A man who answered the phone at a number listed for Conley's brother, Nicholas Conley, in the Chicago suburb of Orland Hills asked that the family be left alone. A message left for Conley's mother was not immediately returned.

On the morning of the escape, it took jail officials hours to notice Conley and Banks were gone. Surveillance video from a nearby street showed the two hopping into a cab shortly before 3 a.m. on Dec. 18. They had changed out of their orange jail-issued jumpsuits.

When the facility did discover the two men were gone around 7 a.m., what was found revealed a meticulously planned escape, including clothing and sheets shaped to resemble a body under blankets on beds, bars inside a mattress and even fake bars in the cells.

A massive manhunt involving state, federal and local law enforcement agencies was launched, as SWAT teams stormed into the home of a relative of Conley only to learn the two escapees had been there and left. The authorities searched other area homes and businesses ? even a strip club where Conley once worked.

Law enforcement officials left a host of questions unanswered, including how the men could collect about 200 feet of bed sheets and what they might have used to break through the wall of the federal facility.

Conley pleaded guilty last October to robbing a Homewood Bank last year of nearly $4,000. He wore a coat and tie during the robbery and had a gun stuffed in his waistband.

Banks, known as the Second-Hand Bandit because he wore used clothes during his heists, had been convicted of robbing two banks and attempting to rob two others. Authorities say he stole almost $600,000, and most of that is still missing.

General Motors says its next-generation Chevrolet Tahoe, Suburban, GMC Yukon and Cadillac Escalade models will offer shoppers improved interior differentiation. Car and Driver recently caught up with Chris Hilts, GM's creative manager of interior design, who said that the cabins will all feature unique instrument panels, consoles, center stacks and switchgear moving forward. Apparently GM is now aware that consumers may be bothered by the fact that today's $85,000 Escalade has effectively the same cabin as a $45,000 Tahoe. Hilts says SUV buyers want more refinement than their pickup purchasing counterparts ? and those same buyers also want their SUVs to have more exterior differentiation between the company's Silverado and Sierra pickup lines. Shocking.

That all sounds good to us, but we've heard this song and dance before. GM made big waves about how different the new-for-2013 Silverado and Sierra would look from each other, but judging by what we've seen so far, GM's stylists are painting in shades rather than with the full spectrum.
